England's proposed £925 levy meets forecasts assuming overseas fee income rises a third by 2028-29

Draft legislation would charge English providers £925 per international student a year from August 2028, on top of cost and income forecasts the regulator already doubts. Larger teaching-intensive universities start from aggregate deficit, while specialists' lower-quartile cash flow is already negative.

Study visas 41% below peak: where recruitment is falling and where it can still grow

Mergers, shared services or cuts: the strategic choices facing UK university boards in 2027

More than a third of providers in England ran a deficit in 2024-25, and the regulator's flat-recruitment scenario would push that to nearly three in five by 2028-29. Boards are weighing mergers, shared services and redundancy-led restructuring, and each tests governance differently.
